Anyone Know Any Gig Promoters in London orLiverpool?

A friend of mine is booking a small tour, and they're trying to get gigs in London in Liverpool, but they need to find a promoter down there to put them on a bill. So does anyone on here know of anyone who puts on small local gigs in those areas?

have they tried ringing the main venues and asking for a contact to the promoter? there might be numbers or emails on the websites too..
